sudo apt-get install libdevice-serialport-perl libhook-lexwrap-perl

But there are some recommended packages:
sudo apt-get install flite xdotool ...

Other GNU/Linux distributions

Install Device::SerialPort and Hook::LexWrap from CPAN if your distribution does not provide a package.
